In a joint statement to the Standing Committee of UNHCR, NGOs encourage and stand ready to partner with the UN Refugee Agency and governments for a more organised reflex of rescue and protection for all those within mixed migration flows. Protection is not just for asylum seekers and refugees. Within mixed migration flows, many--including asylum seekers--are victims of human trafficking of other international crime. Literally countless others are victims of extortion, assault, rape and murder on the high seas and in other dangerous border areas. We believe that a recognition that mortal risk--not status--lies at the core of international mandates for protection. NGOs encourage and stand ready to partner with the UN Refugee Agency and governments towards a more organised reflex of rescue and protection for all at risk of death in mixed migration flows. This includes specific protection for those traumatised by the danger, violence or tragedy of their crossing, regardless of the initial motivation for their migration. no |
