While addressing some of the broader issues confronting urban refugee populations, the focus of this presentation rests on the challenges faced in identifying urban refugees for third country resettlement.  As such, the paper does not go into considerable detail on broader protection and assistance issues nor on resettlement issues effecting rural and camp-based refugees.

The paper lays out a number of challenges facing urban refugees (e.g. problems of access, human rights issues and the lack of durable solutions), and provides a number of practical recommendations towards addressing these challenges.
