Pontifical Council for the Pastoral Care of Migrants and Itinerant People

For a long time, societal responsibilities have been defined starting from the various institutional perspectives, and according to parameters and criteria proper to these institutions.  But is is obvious that future efforts will much more focus on how these parameters coincide and constructively interact.  The Church's vision, teachings and voice have already been instrumental in achieving a better understanding that all layers interact and that they all connect in the human person and his/her dignity, yet there is still insufficient building of the necessary levels of common understanding and practical collaboration.

Nonetheless, societal solutions will need to be built in increasing coherence, including many more actors than ever before—even those we may have seen or identified as "enemies" in other days.  This is to say that the very first responsibility that the present context is imposing on all actors is the responsibility to collaborate, the responsibility to move towards and act with co-responsibility.
