There is an opportunity--and urgency--to contribute a distinctly Asian voice, values and perspectives on regional and global migration challenges.

In responding to the challenges of today's contemporary migration, we are invited to re-examine present attitudes, legal procedures and frameworks.  Recognising that migration, human well being, economic growth and the labour market are interconnected realities that require holistic approaches, ICMC recalls that an appropriate international legal system that protects migrants and is accepted, ratified and implemented by all nations is key.

As we aim for a transparent system that is marked by greater equity, generosity and efficiency, there is also a need for a transparent set of practical, future-oriented rules to organise the orderly movement of migrant workers. These might well include temporary work, the implementation of quotas and procedures of integration, provided that there is genuine transparency, equity in selection and respect of human rights.

Within this process, families are a highly stabilising factor and we recall the importance of protecting family life, actively deploying measures against human trafficking and providing special protection of the most vulnerable, especially refugees, elderly persons, women and un-accompanied minors.
