Promoting integration and inclusion of value to development through the protection of Migrants’ Human Rights

GENEVA, 8 October 2009—Practical examples of ICMC's experience, and that of its Members, demonstrates the constructive value of engagement of NGOs in migration and development on the ground. They also demonstrate the positive value of including NGOs with states in discussions within the process of the Global Forum on Migration and Development.

There are perhaps sets of practical examples of promoting integration and inclusion that is of value to development.

The purest first act of integration may be to UNDO THE OPPOSITE OF INTEGRATION: exclusion. This includes the recognition, rescue, rehabilitation and (re) integration of victims of human trafficking (providing integration supports either in countries in which they were rescued or their countries of origin, as appropriate), as well as ending exclusion is regularisation—even temporary legal statuses, properly structured—of migrants—and asylum seekers—who are stuck in irregular status but can better contribute to development of host and home societies if they are legally permitted to engage in livelihoods.

Secondly, integration and its contribution to development are further promoted by strengthening the obvious BUILDING BLOCKS of integration, including: pre-departure and on-arrival orientation, ranging from language training and cultural sensitisation to skills building, specifically designed to promote integration and inclusion; permanent legal status and paths to citizenship; and strengthening family unity, including family reunification, either in the host or home country, and supports for children and families separated by migration.

Finally, both integration and its possibilities for development are advanced by IMPROVING FAIRNESS IN FRAMEWORKS regarding the employment of specific kinds of migrant workers.
